With the current state in DistroKit of systemd.log-level=warning, info
messages and below don't even make it into the journal. With
systemd.show_status=auto on the kernel command line, systemd is still
quiet on the console (i.e., fast) until a unit fails or there is a
significant delay in boot, which probably does what you wanted?
